Implementation of School Education Policies in Balochistan: Head Teachers’ Perspectives on Governance Challenges

This study analyzes head teachers’ opinions on challenges in governance associated with the implementation of school education policies in Balochistan. The research is based on the notion that school-level implementation relies on the policy’s design, as well as the accompanying communication, coordination at the administrative level, district-level support, monitoring, accountability, and provision of resources, along with the level of authority of the school head. Balochistan’s public school system operates in a challenging environment because of the dispersed geography, insufficient numbers of teachers, and a lack of infrastructure and administrative support. With a qualitative case study design, the research used semi-structured interviews with 20 public school head teachers from various districts of the province. Purposive combined with maximum variance sampling technique was used to ensure the diversity among respondents. Data was analyzed using thematic analysis and four major themes have been identified. These include policy communication and administrative coordination; barriers related to administration, finance, and institutions; and practical governance reforms related to monitoring, accountability, and resource allocation. The author believes that head teachers are frontline implementers of policy and should be viewed as policy partners. It has been suggested that reforms to policy include guidance, visibility, and allocation of resources based on need, as well as supportive monitoring and leadership and coordination training, and a focus on school and district education office linkages.
