Abstract

The School Cluster System (SCS) is a strategic initiative intended to enhance educational quality, strengthen administrative capacity, and promote professional collaboration among schools in Balochistan. This study examined the challenges experienced by female teachers during the implementation of the SCS in selected cluster schools. Data were collected from female teachers through semi-structured interviews; data were analysed through thematic analysis to develop a deeper understanding of participants’ experiences. The findings indicate that the SCS has positively contributed to professional networking, collaborative learning, and the sharing of instructional resources. However, its effective implementation is constrained by inadequate training, insufficient infrastructure, weak administrative coordination, and limited institutional support. The study highlights the importance of continuous professional development, stronger leadership support, and the incorporation of gender-sensitive policies to improve the effectiveness and sustainability of the SCS. The findings provide useful evidence for policymakers, education planners, and development partners seeking to design equitable, context-sensitive, and sustainable educational reforms, particularly in under-resourced areas of Balochistan.
