Abstract

This research article examines the evolution of hybrid warfare as a strategic challenge to U.S. national security and analyzes the policy and operational responses articulated in recent U.S. strategic documents and legislative initiatives. The study employs qualitative analysis of primary sources including the 2026 U.S. National Defense Strategy, the National Security Strategy, and the Strategic Hybrid Activities Defense and Operations for the West (SHADOW) Act (H.R. 7632). The research identifies a fundamental tension in U.S. strategy: the prioritization of great power competition and homeland defense creates a "transition window" of vulnerability that adversaries may exploit through hybrid means below the threshold of armed conflict. The article proposes an integrated operational framework for hybrid threat assessment and response, drawing on historical precedents and contemporary strategic analysis. Findings suggest that U.S. hybrid warfare policy must address four critical gaps: attribution ambiguity, decision compression under AI-enabled threats, interagency coordination, and allied resilience capacity. The research concludes that effective counter-hybrid operations require a shift from reactive to proactive resilience-building and from unilateral to coordinated allied engagement.
